What are America’s stakes in NATO and Europe’s strategic dilemmas\, and how might Europe respond? \nThis program is presented by Edina Community Ed through a partnership with the Edina Senior Center\, the Edina Library\, the Edina Community Center\, and Global Minnesota. \nThe Great Decisions program addresses some of the most timely foreign policy issues facing the United States each year. Global Minnesota facilitates discussion groups across the state\, providing access to a roster of local foreign policy experts and offering Great Decisions books produced by the Foreign Policy Association. \nAndrew Latham\, presenter \nAndrew Latham is Professor of International Relations and Political Theory at Macalester College. Professor Latham’s primary scholarly interests are in the areas of international relations and political thought. He regularly teaches courses on international security\, Chinese foreign policy\, regional conflict in the Middle East\, regional conflict in the Asia-Pacific\, medieval political thought\, U.S. foreign policy\, and conservative political theory. His most recent publication is Theorizing Medieval Geopolitics: War and World Order in the Age of the Crusades. Learn more about membership benefits here. \nRegister Here \nAbout Tom Hanson\nThomas Hanson is a former U.S. Foreign Service Officer with the Department of State whose diplomatic postings included East Germany\, France\, Norway\, the Soviet Union\, Sweden\, and the former Soviet Republic of Georgia.  He also participated in the opening of new U.S. embassies in Mongolia and Estonia\, worked on the Foreign Relations Committees of the U.S. Senate and House of Representatives\, and served as Director for NATO and European Affairs at the Atlantic Council of the United States in Washington\, D.C. \nMr. Hanson currently is Diplomat in Residence at the Alworth Institute for International Affairs at the University of Minnesota – Duluth and has taught diplomacy at Carleton College.  He also serves as Chair of the Minnesota Committee on Foreign Relations and as Co-Chair of the Minnesota International Business Council. He is a past board member of the Oslo Center for Peace and Human Rights and Director at the Institute for Eastern Europe and Central Asia (IEECA). He is also a member of the U.S. Foreign Policy Working Group of the British International Studies Association (BISA) as well as the Council of Advisers at the Museum of Russian Art and the Minnesota Peace Initiative (MPI) at Norway House. \nAs a member of the Great Decisions advisory committee of Global Minnesota\, Mr. Hanson speaks frequently on international issues and contributes to local and international media. \nMr. Hanson holds a BA degree from the University of Minnesota and graduate degrees from the Fletcher School of Law and Diplomacy; the Institute of Advanced International Studies in Geneva\, Switzerland; and the National School of Administration (ENA) in Paris\, France. \nThe University of Minnesota is not endorsing or sponsoring the activities conducted by Global Minnesota on the University of Minnesota campus. Global Minnesota facilitates discussion groups across the state\, providing access to a roster of local foreign policy experts and offering Great Decisions books produced by the Foreign Policy Association. \nTodd Lefko\, presenter \nTodd is Chairperson of East-West Connections\, an international non-profit focused on citizen diplomacy\, and has taught over 4\,400 students at the University of Minnesota and other Minnesota colleges. He has lectured at universities in Russia\, Germany\, China\, Belarus\, Kazakhstan and Turkmenistan. He holds a BA in History\, an MA in Public Administration and the coursework for a Ph. In addition\, the continent’s wide variety of natural resources has placed Africa at the center of intense competition between the U.S. and China. What could the U.S. strategy toward this critical region look like? \nThis program is presented by the Woman’s Club of Minneapolis through a partnership with Global Minnesota. \nThe Great Decisions program addresses some of the most critical foreign policy issues facing the United States each year. Global Minnesota facilitates the statewide Great Decisions program by providing access to a roster of local foreign policy experts and to discussion materials produced by the Foreign Policy Association.  \nHenry Berman\, presenter \nHenry Berman is retired after working for 34 years at Ecolab\, a global company based in St Paul. Henry has personal ties to the Middle East Region and has spent significant time there in the last decade. He has a strong interest in the ever-changing dynamics in Africa\, the Middle East\, and Southeast Asia. Henry is a member of the Council of Foreign Relations and is active in a local Great Decisions Group. He has given popular presentations throughout Minnesota on varied topics such as Saudi Arabia\, Future of the Kurds\, Egypt and the Arab Spring\, Syrian Refugee Crisis and the U.S.- Israel relationship. He retired in 2025 with the senior rank of Minister Counselor. Jim served as U.S. Consul General in Vancouver\, Canada from 2023-2025. He served as Coordinator for SIV Diplomacy from 2022-2023 and as U.S. Coordinator for the Arctic Region from 2020-2022. He brings significant experience in regional security\, civilian-military cooperation\, and international negotiations. A hallmark of his career has been close collaboration with U.S. allies and partners to advance shared interests and values. \nIn 2021\, Jim helped lead the evacuation of American citizens and Afghan Allies from Kabul and led the Afghanistan Task Force in Washington. From 2019-2020\, Jim negotiated status of forces\, defense cooperation\, and burden-sharing agreements worldwide. He served twice in Afghanistan – as Assistant Chief of Mission at U.S. Embassy Kabul (2018-2019) and in Panjshir Province as Director of the only civilian-led U.S. Provincial Reconstruction Team (2009-2010). From 2015–2018\, Jim served as Deputy Chief of Mission in Oslo\, Norway\, with extended periods as Chargé d’Affaires. Previously\, he was Acting Deputy Assistant Secretary in the Bureau of International Narcotics and Law Enforcement Affairs (INL) where he oversaw assistance to Afghanistan and Pakistan and global programs targeting corruption\, money laundering\, and organized crime. From 2010-2013\, Jim was Director of the Office of Afghanistan Affairs. \nJim was a Rusk Fellow at Georgetown University where he taught a graduate-level course on NATO enlargement and wrote for publication. He served as Director for Central Asia on the National Security Council Staff at the White House and as Deputy Director for Caucasus and Central Asian Affairs at the State Department. He worked for two Under Secretaries of State as Special Assistant for Europe and Eurasia and served overseas at NATO Headquarters in Brussels\, Belgium; in Melbourne\, Australia; and in Istanbul\, Turkey. He also served as desk officer for Greece and in the State Department Operations Center. \nJim was raised in a Foreign Service family in Australia\, Hong Kong\, the Dominican Republic\, Mexico\, Washington\, DC\, and Central Oregon. Featuring a top level keynote\, expert presentations and in-depth discussions\, this half-day event will bring together Minnesota’s global community to discuss “Ruptured Alliances and the Risk of Nuclear Proliferation.” \nFormer U.S. Under Secretary of State for Arms Control Rose Gottemoeller\, chief U.S. negotiator of the New START arms control treaty\, will deliver the keynote address. She brings a depth of experience and leadership from positions including\, Deputy Secretary General of NATO\, Under Secretary of State for Arms Control and International Security\, and Assistant Secretary of State for Arms Control\, Verification\, and Compliance. Gottemoeller currently serves as the William J. Military strikes by the U.S. and Israel have brought renewed urgency to understanding Iran’s strategic posture as the conflict continues to impact regional security\, global commerce\, and international alliances. \nJoin Global Minnesota for a conversation with Dr. Vali Nasr\, a leading authority on Iran and the Middle East. Drawing on lessons from his new book Iran’s Grand Strategy: A Political History\, Dr. Nasr will explore the political evolution of the Islamic Republic and examine how its internal dynamics\, regional ambitions\, and strategic calculations may shape the course of current conflicts and security around the world. Check out the many benefits of membership and join today. \nAbout the Speaker: Dr. Vali Nasr\nVali Nasr is the Majid Khadduri Professor of International Affairs and Middle East Studies at the Johns Hopkins University School of Advanced International Studies (SAIS)\, and Non-Resident Senior Advisor in the Middle East Program at CSIS. He served as the eighth Dean of Johns Hopkins SAIS between 2012 and 2019 and served as Senior Advisor to U.S. Special Representative for Afghanistan and Pakistan\, Ambassador Richard Holbrooke between 2009 and 2011. \nHe has advised senior American policymakers\, world leaders\, and businesses\, including the President\, Secretary of State\, senior members of the Congress\, and presidential campaigns. He has written for New York Times\, Foreign Affairs\, Financial Times\, Wall Street Journal\, and The Washington Post\, among others. \nProfessor Nasr serves as the co-director of the SAIS Rethinking Iran Initiative at Johns Hopkins University\, the leading hub for fostering a comprehensive and nuanced understanding of contemporary Iran and its regional influence within academia and the public sphere. He is a member of the International Board of Advisors of the Blavatnik School of Government at Oxford University\, the International Board of Advisors at the American University of Beirut\, the Global Board of Trustees of Asia Society\, and he is on the Board of Advisors of Rajaratnam School of International Studies in Singapore. He has been the recipient of grants from the John D. and Catherine T. MacArthur Foundation\, the Harry Frank Guggenheim Foundation\, and the Social Science Research Council\, and was named a 2006 Carnegie Scholar\, and held the 2024-25 Henry Alfred Kissinger Chair in Foreign Policy and International Relations at The John W. Kluge Center at the Library of Congress. \nHe received his BA from Tufts University in International Relations summa cum laude and was initiated into Phi Beta Kappa in 1983.
