SUMMARY:12th Annual Great Decisions Conference: The United States and Mexico - A Partnership Tested

The war on drugs\, immigration\, and trade issues have taxed the relationship over the years. And despite shared geographic\, economic\, and social connections\, the bilateral relationship is subject to strong pressures coming from domestic politics on both sides of the border. What impact will new leadership in both countries have on this crucial partnership? \nJoin us as we examine this question and more with keynote speakers  Ambassador of Mexico Martha Bárcena Coqui and former U.S. Ambassador to Mexico Jeffrey Davidow. Since joining the Mexican Foreign Service in 1979\, Ambassador Bárcena has held diplomatic positions in Denmark\, Italy\, Spain\, and Turkey. She has also been the Head of the Department of Migrant Workers and Border Cooperation in the General Directorate for North America and has participated in multiple international conferences\, including the G-20 and the World Humanitarian Summit. Ambassador Davidow spent much of his diplomatic career overseas with postings in Guatemala\, Chile\, South Africa\, Zimbabwe\, and as Ambassador to Zambia\, Venezuela\, and Mexico. The United Nations’ interconnected Sustainable Development Goals help address these global challenges and provide the blueprint to achieve a better and more sustainable future for all. But while collective action is needed\, the disconnect between people and institutions grows and multilateralism is being called into question. \nThis year marks the 75th anniversary of the UN\, which will inspire dialogues across the globe to collect diverse perspectives and creative ideas on what is needed to address emerging risks and opportunities and to navigate the gap between the world we want and where we are headed. \nJust in time for UN Day and to help kick off the 75th anniversary of the UN\, join us for a special reception and presentation by Stéphane Dujarric\, Spokesman for UN Secretary-General António Guterres. The evening will also include a Q&A session with Stephane and time for networking. \nAbout the Speaker\nStéphane Dujarric is the Spokesman for the United Nations Secretary-General António Guterres and also served as Spokesman for United Nations Secretary-General Kofi Annan and Deputy Communications Director for Secretary-General Ban Kimoon. Prior to his current appointment\, Stéphane was Director of News and Media for the United Nations Department of Public Information\, where he oversaw the UN’s television\, radio\, and photo operations\, and coordinated the work of the main United Nations news sites\, operating in eight languages. His News and Media Division was responsible for media liaison and accreditation\, providing logistical support and information to the international press corps\, as well as coverage of official United Nations meetings\, producing written coverage for the media\, delegations and the general public. Prior to joining the United Nations\, Stéphane worked for ABC News television for close to ten years in various capacities in the network’s New York City\, London\, and Paris news bureaus. He traveled extensively on assignment to cover major stories throughout Europe\, Africa\, and the Middle East. During the final three years of the Obama administration\, author and former Under Secretary of State for Public Diplomacy and Public Affairs Richard Stengel was on the front lines of this new global information war. Tasked with unpacking\, disproving\, and combating both ISIS’s messaging and Russian disinformation over the years\, Richard also witnessed the use of disinformation with American voters in the 2016 U.S. presidential election. \nJoin us for a conversation with author Richard Stengel as he discusses his new book\, “Information Wars: How We Lost the Global Battle Against Disinformation and What We Can Do About It\,” and walks us through the ongoing battle with disinformation and its impact on global society. The President has met with Vladimir Putin as the New Start Treaty with Russia comes up for renewal in 2021\, the first presidential summit ever with Kim Jong-un occurred to discuss denuclearizing the Korean Peninsula\, and President Trump has decertified the Obama nuclear deal with Iran. \nJoin us for a conversation with Raymond Kuo\, Executive Director of the Midwest International Policy Institute\, on the future of U.S. nuclear arms control negotiations and whether the “art of the deal” can be used to stabilize our nuclear future. \nAbout the Speaker\nRaymond Kuo is the Executive Director of the Midwest International Policy Institute\, a Twin Cities-based think tank that develops state and regional-level solutions to international trade and migration challenges. Previously\, Raymond was Assistant Professor of Political Science at the University at Albany\, SUNY’s Rockefeller College of Public Affairs & Policy. He also worked for the National Democratic Institute as a Program Officer overseeing political party development projects in the Middle East\, South and Southeast Asia\, and Africa\, as well as for the United Nations and the Democratic Progressive Party of Taiwan as a foreign policy analyst and organizational strategist. He has held short-term positions at the International Center for Transitional Justice\, the Natural Resource Governance Institute\, the Taipei Times newspaper\, and the Council for International Exchange of Scholars\, among others. DESCRIPTION:Since 1994\, the North American Free Trade Agreement (NAFTA) has significantly affected its three signatories: Canada\, Mexico\, and the United States. In 2018\, it was announced that an agreement had been reached to replace NAFTA with the United States–Mexico–Canada Agreement (USMCA). While the USMCA is pending implementation\, Minnesota companies are eager for insights on the future of North American trade relations. \nJoin us for this annual trade insights and holiday networking event as we hear from Gerardo Guerrero\, Consul of Mexico\, and from Ariel Delouya\, Consul General of Canada\, regarding their views on the renegotiation of NAFTA and the future of the USMCA. \nRegistration includes hors d’oeuvres and one drink ticket. Door prizes and a complimentary Global Minnesota membership will be raffled off. \nAbout Consul Guerrero\nThe fourth Consul of Mexico in St. Paul\, Gerardo Guerrero has worked at the Ministry of Foreign Affairs since 1987 and joined the Diplomatic Corps in 1997. Consul Guerrero served as an attorney in several legal offices within the Ministry\, as well as at the Consulate in New York. Most recently\, he served as Deputy Legal Advisor in charge of the negotiation and final approval of all international treaties and agreements signed by Mexico. He also participated in international negotiations in the Atomic Energy International Organization\, in the World Intellectual Property Organization\, and in the International Civil Aviation Organization. Consul Guerrero studied law at the Universidad Nacional Autónoma de México\, received a master’s degree from The Instituto Tecnológico Autónomo de México\, and a Master of Law from the University of Houston. He has taught at the Universidad Nacional Autónoma de México\, at the Universidad Iberoamericana\, and at the Escuela Libre de Derecho in México City. \nAbout Consul General Delouya\nAriel Delouya is currently Consul General at the Consulate General of Canada in Minneapolis. From 2009 to 2012\, he served as Ambassador of Canada to the Republic of Tunisia. He also served as Minister-Counsellor for Congressional and Legal Affairs at the Embassy of Canada to the United States\, in Washington\, D.C. (2002-2006) and was posted to Ankara\, Turkey from 1987 to 1989. In Ottawa\, Mr. Delouya has held a number of positions\, including Departmental spokesperson with the Media Relations Office and Deputy Director of the International Economic Relations and Summits Division\, where he was responsible for G7 summits. From 1998 to 2002\, Mr. Delouya was on secondment to the Privy Council Office\, first as foreign policy advisor in the Foreign and Defence Policy Secretariat from 1998 to 2000\, and then as chief of staff to the Clerk of the Privy Council from 2000 to 2002. From 2006 to 2009\, he worked as Director of the Policy Research Division at Global Affairs Headquarters\, as Executive Director for Mission Inspections from 2012 to 2014\, and as Director General of the Engaging Canadians Bureau from 2014 to 2018. \nPresented in partnership with the Minnesota District Export Council\, the Minnesota Trade Office\, and U.S. Commercial Service.

The United States is now Vietnam’s largest export market; and\, in turn\, Vietnam represents one of the fastest-growing export markets for U.S. firms. His first order of business was to revoke the special status granted to the Kashmir region\, inflaming the rivalry between India and Pakistan. \nJoin us for a conversation with Macalester College Professor Andrew Latham on how the Kashmir situation will affect the region\, both economically and politically. \nAbout the Speaker\nAndrew Latham is a professor of political science at Macalester College. His primary scholarly interests are in the areas of international relations and political thought. He regularly teaches courses on international security\, Chinese foreign policy\, regional conflict in the Middle East\, regional conflict in the Asia-Pacific\, medieval political thought\, U.S. foreign policy\, and conservative political theory. Andrew’s most recent publication is Theorizing Medieval Geopolitics: War and World Order in the Age of the Crusades. He has also recently published a novel about the Third Crusade entitled The Holy Lance. DESCRIPTION:From Vikings and African queens to cross-dressing military doctors and World War II Russian fighter pilots\, there are incredible stories of women for whom battle was not a metaphor. The woman warrior has been cast as an anomaly — Joan of Arc\, not GI Jane. But women\, it turns out\, have always gone to war. \nJoin us for a conversation with author Pamela D. Toler as she discusses her new book\, “Women Warriors: An Unexpected History\,” and highlights the many women throughout world history who stepped out of their traditional female roles to take on other identities. Also attending the event will be Minnesota National Guard Lt. Col. Kristen Augé from Two Harbors\, Minnesota\, who will introduce Pamela. The program will include a Q&A session. \nFollowing the program\, Pamela will sign copies of her book “Women Warriors: An Unexpected History\,” which can be purchased through Amazon\, Barnes & Noble\, or IndieBound\, and will be available for purchase at the event through Magers & Quinn Booksellers. \nAbout the Speaker\nArmed with a Ph.D. in history\, a well-thumbed deck of library cards\, and a large bump of curiosity\, author\, speaker\, and historian\, Pamela D. Toler translates history for a popular audience. She goes beyond the familiar boundaries of American history to tell stories from other parts of the world as well as history from the other side of the battlefield\, the gender line\, or the color bar. Pamela is the author of eight books of popular history for children and adults. Her work has appeared in Aramco World\, Calliope\, History Channel Magazine\, MHQ: The Quarterly Journal of Military History and Time.com. \nGlobal Conversations in Minneapolis is presented in partnership with the Friends of the Minneapolis Central Library and Hennepin County Library – Minneapolis Central.

DESCRIPTION:For members and their guests only. \nGlobal Minnesota is proud to host Susanna Liew from Malaysia\, a recipient of the 2020 U.S. Secretary of State’s International Women of Courage Award. \nEstablished in 2007\, the annual U.S. Secretary of State’s International Women of Courage Award honors women around the globe who have exemplified exceptional courage and leadership in advocating for human rights\, women’s equality\, and social progress\, often at great personal risk. This is the only U.S. Department of State award that pays tribute to emerging women leaders worldwide. \nJoin us at KNOCK\, Inc. in Minneapolis for the opportunity to meet Susanna and learn about the change she is implementing across the globe.  \nThe evening includes complimentary hors d’oeuvres and beverages. Parking lots are available on Glenwood Ave. (in front of KNOCK\, Inc.) and around the corner on Girard Ave. N. \nAbout Susanna\nFollowing the February 2017 abduction of her husband\, Christian pastor Raymond Koh\, allegedly by state agents\, Susanna Liew has fought on behalf of members of religious minorities who disappeared in Malaysia under similar circumstances or who faced persecution for their beliefs. Susanna actively pursued justice for her husband and others during the Malaysian Human Rights Commission’s (SUHAKAM) 2018-19 public inquiry into enforced disappearances and continues to push the government to investigate these cases and prosecute those responsible. Despite police harassment and death threats\, she continues to advocate for her husband and others\, not because of her faith or theirs\, but because of their rights as Malaysians. Susanna and Raymond founded Hope Community in 2004\, a nonprofit organization that works with the poor\, needy\, and marginalized. She previously served as a school principal and educator. \nPresented in partnership with KNOCK\, Inc.
