SUMMARY:Great Decisions: Famine in the 21st Century
DESCRIPTION:This free event is being held in-person and is open to everyone. An optional dinner will start at 7:15 following the presentation. The dinner is $25 for Woman’s Club members and $30 for non-members (plus service fee and taxes). \nFears of global food shortages have followed Russia’s invasion of Ukraine\, which has disrupted grain shipments from the major grain producer. But what about countries and regions that were suffering before this impending shortage? How is famine defined\, and how is it different from simple food shortages? What\, if any\, remedies are there? \nThis program is presented by the Woman’s Club of Minneapolis and is open to ALL. \nThe Great Decisions program addresses several of the most critical foreign policy issues facing the United States each year and serves as the focal text for discussion groups across the country. Global Minnesota facilitates one of the largest statewide Great Decisions programs in the country by providing access to a roster of local foreign policy experts and to discussion materials produced by the Foreign Policy Association. Join Global Minnesota and the Woman’s Club of Minneapolis for an in-depth discussion of this important topic. \nEmily Miller\, presenter \nEmily Miller is an experienced international development and humanitarian practitioner. She served as Senior Program Coordinator of a two year study in Karamoja\, Uganda led by the Feinstein International Center (with funding from the World Bank); and Program Manager for Monitoring and Evaluation\, Accountability & Learning (MEAL) with Catholic Relief Services as part of their emergency recovery efforts in response to Typhoon Haiyan in the Philippines. She’s also held roles at The Alliance to End Hunger and Bread for the World in Washington\, DC. \nEmily holds a Master’s degree from The Fletcher School of Law and Diplomacy at Tufts University\, specializing in Human Security and Humanitarian Studies\, and a BA in Political Science with a minor in International Studies and Human Rights from the University of Dayton where she earned the Truman Scholarship. She has studied in Uganda\, Rwanda\, Tanzania\, and Bangladesh and lived and worked in Uganda and the Philippines. SUMMARY:U.S. Policy Toward Latin America with Ambassador Ayalde
DESCRIPTION:This event is being held in-person and is open to everyone. \nJoin the Humphrey School of Public Affairs and Global Minnesota for a conversation with former U.S. Ambassador to Brazil and Paraguay\, Liliana Ayalde. Ambassador Ayalde will delve into critical topics concerning U.S. policy towards Latin America and the Caribbean. Ambassador Ayalde has held senior leadership positions at the U.S. State Department and USAID\, and at the United States Southern Command\, and will provide insights into the region’s challenges and opportunities. These include migration and the U.S. southern border\, human rights\, economic and political development\, and Chinese involvement in Latin America. \n\nAbout Ambassador Ayalde\nAmbassador Ayalde retired from the U.S. Foreign Service following a distinguished 38-year career. She held senior positions in the Department of State and the U.S. Agency for International Development (USAID)\, dedicating her diplomatic service to foreign affairs\, development\, defense\, and security in Latin America and the Caribbean. Ambassador Ayalde served as the Civilian Deputy to the Commander and Foreign Policy Advisor at the United States Southern Command in Miami until September 2019 and was appointed as the U.S. Ambassador to the Federative Republic of Brazil between 2013-2016. Prior to this appointment she served as the Deputy Assistant Secretary for Western Hemisphere Affairs in the Department of State. She was also the Senior Deputy Assistant Administrator for the Latin American and Caribbean Bureau for USAID. Following her assignment as USAID Mission Director in Colombia\, where she had responsibility for the development assistance portfolio under Plan Colombia\, she was confirmed as the U.S. Ambassador to the Republic of Paraguay. She also held assignments in Bangladesh\, Guatemala\, Nicaragua\, and Bolivia. \nAmbassador Ayalde is currently a senior advisor for the Center for Strategic and International Studies (CSIS)\, and serves on several boards such as the Wilson Center’s Latin American Program\, the National Endowment for Democracy (NED) and IREX\, a non-profit organization focused on development\, governance and education. She is a member of the American Academy of Diplomacy and serves on the International Advisory Group of Global Americans. She is the recipient of numerous honors and awards\, including USAID’s Distinguished Career Award\, the Department of State’s Distinguished Service Honor Award\, and the Chairman of the Joint Chiefs of Staff’s Joint Distinguished Civilian Service Award\, the highest award given to a civilian by the Department of Defense. She was also honored with recognitions by governments in countries she served\, including the Order of San Carlos by the Government of Colombia\, the Order for Gran Cruz by the Government of Paraguay\, and received several recognitions by the Government of Brazil. Ambassador Ayalde earned her B.A. from the School of International Studies at American University in Washington\, D.C. and a M.P.H. from Tulane University in Louisiana. His has 35 years of experience working at the intersection of governments and industry. His State Department roles have included Under Secretary of State for Political Affairs\, the State Department’s third-ranking official and most senior career diplomat (2005-2008); U.S. Ambassador to NATO (2001-2005); U.S. Ambassador to Greece (1997-2001); and State Department spokesman (1995-1997). Before that\, he worked at the National Security Council at the White House (1990-1995) where he served as Special Assistant to President Clinton and Senior Director for Russia\, Ukraine and Eurasia Affairs and as Director for Soviet Affairs for President George H.W. Bush during the collapse of the USSR. \nDuncan J. McCampbell \nDuncan J. McCampbell is an American lawyer and associate professor of international business and law at Metropolitan State University in Minneapolis. Following a career in private law practice\, Prof. McCampbell joined West Publishing (now Thomson Reuters Legal)\, the world’s largest legal publisher. His work—much of it overseas—involved building new legal publishing businesses in the UK\, Germany\, Spain\, Switzerland\, the Netherlands\, Canada\, Hong Kong\, and Australia. In his last overseas assignment\, he was posted to Beijing in 2007 as managing director of TR’s China start-up\, Westlaw China. \nLeaving business for academia\, Prof. McCampbell became a tenured associate professor in the College of Management at Metropolitan State\, where he teaches undergraduate\, graduate\, and doctoral courses in law\, international business\, and marketing\, while serving as department chair. DESCRIPTION:This event is AT CAPACITY.  Please reach out to our Events Manager Katie Kelley at kkelley@globalminnesota.org with any questions.  \nIn 1960\, Cyprus became independent from the United Kingdom\, but its early years were marked by violence between Greek Cypriots and Turkish Cypriots. The United Nations established a buffer zone in 1964 to diffuse rising tensions. Ten years later\, after a Greece-sponsored coup in Cyprus\, Turkey sent thousands of troops to the island\, citing its right as a guarantor power to do so. Nearly 200\,000 Greek Cypriots living in the northern part of the island were forced or fled to the south; 60\,000 Turkish Cypriots living in the south did the same to the north. The island and the capital city of Nicosia have been divided since then\, despite international attempts to reunify Cyprus. U.N. troops remain to protect the peace\, but periodic flare-ups of violence have occurred as recently as August 2023. Join Global Minnesota for a conversation with former U.S. Ambassador to Cyprus\, Kathleen Doherty. \nDue to its location in the Eastern Mediterranean\, Turkey\, Greece\, the United Kingdom\, Russia\, the United States and increasingly Israel and China see Cyprus as having strategic geopolitical importance. The island is also known as a favored investment spot\, including illicit finance of Russia\, China\, and others; and now has the highest percentage per capita of refugees in Europe. Given all of these dimensions\, is there a diplomatic path forward for a long-term solution? Ambassador Doherty will outline the current status of the Cyprus issue\, the obstacles to establishing a permanent solution\, and how diplomacy can play a critical role in mediating these tensions. \nAbout Ambassador Doherty:\nAmbassador Doherty served in Cyprus from 2015-2019. Before her appointment as Ambassador\, Kathleen Doherty\, a member of the Senior Foreign Service\, served as Deputy Chief of Mission in Rome between September 2013 and September 2015. She previously spent two years as Deputy Assistant Secretary in the Bureau of European and Eurasian Affairs\, where she had responsibility for managing relations with the European Union and Western Europe. Prior to that\, she was the Director for the Office of European Union and Regional Affairs. \nBefore returning to Washington D.C. in 2010\, she was Counselor for Economic Affairs in the U.S. Embassy in London. Her other overseas assignments include Moscow\, Rome and the Dominican Republic. \nAmbassador Doherty speaks Italian and Spanish and previously Portuguese and Russian\, and received one of the Department’s highest honors for her work on U.S.-EU relations. She has a M.Sc from the London School of Economics and a B.A. from Colgate University. He was Director of the Office of Northern Gulf Affairs (Iran and Iraq; 1991 to 1994). Earlier in his career\, he was Deputy Chief of Mission in Abu Dhabi\, United Arab Emirates\, and in Sanaa in Yemen\, Principal Officer in Tabriz\, Iran and Economic/Commercial Officer in Dakar\, Senegal. His previous Washington assignments include service as Jordan Desk officer\, Staff Assistant in the Middle East (NEA) Bureau\, and Political Officer in the Office of Southern European Affairs. \nAmbassador Neumann serves as the President at the American Academy of Diplomacy where he has focused particularly on efforts to maintain adequate State and USAID budgets and staffing and upgrade professional formation to enable these institutions to carry out their responsibilities. He is on the Advisory Board of a non-profit girls’ school in Afghanistan\, the School of Leadership\, Afghanistan (SOLA) and the Advisory Board of Spirit of America. This past year\, Global Minnesota partnered with more than 435 local professional resources to arrange appointments for more than 300 visitors from 137 countries and regions. One such program is the Young Leaders of the America’s Initiative. This State Department program empowers young entrepreneurs to strengthen their capacity to launch and advance their ideas and effectively contribute to social and economic development in their home communities. \nOn this episode\, hear from one of last year’s YLAI Fellows who recently returned to Minnesota to showcase his new projects as part of the State Department’s Citizen Diplomacy Action Fund. Leorian Ricardo is Creative Director at Moro Studio\, an arts and publishing studio that is leading the development of the comic book industry and providing professional opportunities for young talent and new\, underrepresented voices in the Dominican Republic. He shared his comic book workshops called “Be the Superhero of Your Own Story” at local schools including Gideon Pond Elementary\, Nova Classical Academy\, and Risen Christ Catholic School and spoke with next generation creators at the Minneapolis College of Art & Design. The reception is free and open to the public \nAbout Tom Hanson\nThomas Hanson is a former U.S. Foreign Service Officer with the Department of State whose diplomatic postings included East Germany\, France\, Norway\, the Soviet Union\, Sweden\, and the former Soviet Republic of Georgia.  He also participated in the opening of new U.S. embassies in Mongolia and Estonia\, worked on the Foreign Relations Committees of the U.S. Senate and House of Representatives\, and served as Director for NATO and European Affairs at the Atlantic Council of the United States in Washington\, D.C. \nMr. Hanson currently is Diplomat in Residence at the Alworth Institute for International Affairs at the University of Minnesota – Duluth and has taught diplomacy at Carleton College.  He also serves as Chair of the Minnesota Committee on Foreign Relations and as Co-Chair of the Minnesota China Business Council. He is a past board member of the Oslo Center for Peace and Human Rights and Director at the Institute for Eastern Europe and Central Asia (IEECA). He is also a member of the U.S. Foreign Policy Working Group of the British International Studies Association (BISA) as well as the Council of Advisers at the Museum of Russian Art and the Minnesota Peace Initiative (MPI) at Norway House. \nAs a member of the Great Decisions advisory committee of Global Minnesota\, Mr. Hanson speaks frequently on international issues and contributes to local and international media. This event is being held in-person and virtually and is open to everyone. \nAs Ukraine approaches the two-year anniversary of Russia’s invasion\, increasing attention is turning towards long-term strategies for the country’s security\, recovery\, and rebuilding. Ukraine has begun accession negotiations with the European Union and a NATO Summit in 2024 will likely discuss Ukraine’s future in this strategic alliance. \nWhile Ukraine’s fight for democracy\, sovereignty\, and European integration continues\, the reality on the ground is complicated. The country faces persistent missile attacks from Russia\, has endured significant destruction of its infrastructure\, lost thousands of lives\, and roughly 15% of Ukraine’s territory remains occupied. How will Ukraine rebuild itself once the fighting concludes? What does the peace building and recovery process look like? \nJoin Global Minnesota for a timely discussion of Ukraine’s postwar outlook with two distinguished guests joining virtually: Arseniy Yatsenyuk\, Chairman of the Kyiv Security Forum and former Prime Minister of Ukraine and Oleksandra Matviichuk\, Head of the Center for Civic Liberties and 2022 Nobel Prize Laureate. Prime Minister Yatsenyuk has led the Government of Ukraine in 2014-2016\, right after the Revolution of Dignity. In his time in the government\, he has taken key strategic decisions that have strengthened democracy and provided the path to the European integration\, including strengthening energy security\, providing visa free regime with the EU\, supporting Ukrainian Armed Forces that have been vital reform that became a part of Ukrainian sustainability in time of large-scaled war that Russia has launched against Ukraine in February 2022. Today\, he is leading the national platform Kyiv Security Forum providing the opportunity for politicians\, activists and international expert to discuss the current national and global geopolitical and security trends\, as well as to develop the solutions for Ukraine’s post-war rebuilding. \nAbout Oleksandra Matviichuk  \nOleksandra Matviichuk is a Ukrainian human rights lawyer and head of Ukraine’s Nobel Peace Prize winning Center for Civil Liberties\, which promotes human rights legislation\, exercises public oversight over law enforcement agencies and the judiciary\, conducts educational activities for young people\, implements international solidarity programs\, and works to foster democracy in Ukraine and the OSCE region. She also coordinates the work of Euromaidan SOS\, a grassroots legal assistance initiative that was created in response to the violent dispersal of a peaceful student demonstration in Maidan Square\, in Kyiv on November 30\, 2013. Most recently\, after Russia’s invasion in February 2022\, Oleksandra and several partners created the Tribunal for Putin initiative to document international crimes under the Rome Statute of the International Criminal Court in all regions of Ukraine that have been targeted by Russian attacks. SUMMARY:Great Decisions: High Seas Treaty
DESCRIPTION:This free event is being held in-person and is open to everyone. An optional dinner will start at 7:15 following the presentation. The dinner is $25 for Woman’s Club members and $30 for non-members (plus service fee and taxes). \nAreas of the seas beyond national jurisdiction comprise the high seas\, which are facing a degradation of ecosystems due to climate change and the increase in human activities\, such as shipping\, overfishing\, pollution\, and deep-sea mining. The recently negotiated High Seas Treaty\, also known as the Biodiversity Beyond National Jurisdiction treaty\, will attempt to address these issues. How difficult will it be to convince nations to participate? \nThis program is presented by the Woman’s Club of Minneapolis and is open to ALL. \nThe Great Decisions program addresses some of the most critical foreign policy issues facing the United States each year. Global Minnesota facilitates the statewide Great Decisions program by providing access to a roster of local foreign policy experts and to discussion materials produced by the Foreign Policy Association. Great Decisions books contain a articles and materials authored by experts on each topic to provide a nonpartisan basis for understanding the important global issues of our time. She did her undergraduate work at Lewis and Clark College in Portland\, OR\, her Masters in International Relations and International Economics at Johns Hopkins School of Advanced International Studies\, and her Ph.D. in political science at the University of Washington. She teaches courses on international relations and international security.
