SUMMARY:Arctic Diplomacy: Developments & Divides
DESCRIPTION:This event is being held virtually and is open to everyone.  \nThe Arctic is a critical crossroads for a number of geopolitical priorities today\, including international security\, climate change\, and economic competition. Together with the recent changes to the U.S. position on Greenland in the Kingdom of Denmark\, the Arctic is and will remain an important topic in international affairs in 2026. \nJoin Global Minnesota for a noon webinar and discussion on February 25 with Jim DeHart\, a former career member of the Senior Foreign Service and U.S. Coordinator for the Arctic Region. \nRegister \nSpeaker: Jim DeHart\nJim DeHart is an experienced diplomat\, writer\, and speaker with more than 33 years of experience at the U.S. Department of State. He retired in 2025 with the senior rank of Minister Counselor. Jim served as U.S. Consul General in Vancouver\, Canada from 2023-2025. He served as Coordinator for SIV Diplomacy from 2022-2023 and as U.S. Coordinator for the Arctic Region from 2020-2022. He brings significant experience in regional security\, civilian-military cooperation\, and international negotiations. A hallmark of his career has been close collaboration with U.S. allies and partners to advance shared interests and values. \nIn 2021\, Jim helped lead the evacuation of American citizens and Afghan Allies from Kabul and led the Afghanistan Task Force in Washington. From 2019-2020\, Jim negotiated status of forces\, defense cooperation\, and burden-sharing agreements worldwide. He served twice in Afghanistan – as Assistant Chief of Mission at U.S. Embassy Kabul (2018-2019) and in Panjshir Province as Director of the only civilian-led U.S. Provincial Reconstruction Team (2009-2010). From 2015–2018\, Jim served as Deputy Chief of Mission in Oslo\, Norway\, with extended periods as Chargé d’Affaires. Previously\, he was Acting Deputy Assistant Secretary in the Bureau of International Narcotics and Law Enforcement Affairs (INL) where he oversaw assistance to Afghanistan and Pakistan and global programs targeting corruption\, money laundering\, and organized crime. From 2010-2013\, Jim was Director of the Office of Afghanistan Affairs. \nJim was a Rusk Fellow at Georgetown University where he taught a graduate-level course on NATO enlargement and wrote for publication. He served as Director for Central Asia on the National Security Council Staff at the White House and as Deputy Director for Caucasus and Central Asian Affairs at the State Department. He worked for two Under Secretaries of State as Special Assistant for Europe and Eurasia and served overseas at NATO Headquarters in Brussels\, Belgium; in Melbourne\, Australia; and in Istanbul\, Turkey. He also served as desk officer for Greece and in the State Department Operations Center. \nJim was raised in a Foreign Service family in Australia\, Hong Kong\, the Dominican Republic\, Mexico\, Washington\, DC\, and Central Oregon. Learn more about membership benefits here. \nRegister Here \nAbout Tom Hanson\nThomas Hanson is a former U.S. Foreign Service Officer with the Department of State whose diplomatic postings included East Germany\, France\, Norway\, the Soviet Union\, Sweden\, and the former Soviet Republic of Georgia.  He also participated in the opening of new U.S. embassies in Mongolia and Estonia\, worked on the Foreign Relations Committees of the U.S. Senate and House of Representatives\, and served as Director for NATO and European Affairs at the Atlantic Council of the United States in Washington\, D.C. \nMr. Hanson currently is Diplomat in Residence at the Alworth Institute for International Affairs at the University of Minnesota – Duluth and has taught diplomacy at Carleton College.  He also serves as Chair of the Minnesota Committee on Foreign Relations and as Co-Chair of the Minnesota International Business Council. He is a past board member of the Oslo Center for Peace and Human Rights and Director at the Institute for Eastern Europe and Central Asia (IEECA). He is also a member of the U.S. Foreign Policy Working Group of the British International Studies Association (BISA) as well as the Council of Advisers at the Museum of Russian Art and the Minnesota Peace Initiative (MPI) at Norway House. \nAs a member of the Great Decisions advisory committee of Global Minnesota\, Mr. Hanson speaks frequently on international issues and contributes to local and international media. \nMr. Hanson holds a BA degree from the University of Minnesota and graduate degrees from the Fletcher School of Law and Diplomacy; the Institute of Advanced International Studies in Geneva\, Switzerland; and the National School of Administration (ENA) in Paris\, France. \nThe University of Minnesota is not endorsing or sponsoring the activities conducted by Global Minnesota on the University of Minnesota campus. Street parking is also available. \nSpeaker: Nick Schifrin\nNick Schifrin is PBS News Hour’s Foreign Affairs and Defense Correspondent. He leads News Hour’s daily foreign coverage\, including multiple trips to Ukraine since the full-scale invasion\, and has created weeklong series for the News Hour from nearly a dozen countries. \nThe PBS News Hour series “Inside Putin’s Russia” won a 2017 Peabody Award and the National Press Club’s Edwin M. Hood Award for Diplomatic Correspondence. In 2020 he received the American Academy of Diplomacy’s Arthur Ross Media Award for Distinguished Reporting and Analysis of Foreign Affairs. He was a member of the News Hour teams awarded a 2021 Peabody for coverage of COVID-19\, and a 2023 DuPont Columbia Award for coverage of Afghanistan and Ukraine. \nPrior to PBS News Hour\, Nick was Al Jazeera America’s Middle East correspondent. He led the channel’s coverage of the 2014 war in Gaza; reported on the Syrian war from Syria’s Turkish\, Lebanese and Jordanian borders; and covered the annexation of Crimea. He won an Overseas Press Club award for his Gaza coverage and a National Headliners Award for his Ukraine coverage. \nFrom 2008-2012\, Nick served as the ABC News correspondent in Afghanistan and Pakistan. In 2011 he was one of the first journalists to arrive in Abbottabad\, Pakistan\, after Osama bin Laden’s death and delivered one of the year’s biggest exclusives: the first video from inside bin Laden’s compound. His reporting helped ABC News win an Edward R. Murrow award for its bin Laden coverage. \nNick is a member of the Council on Foreign Relations and a board member of the Overseas Press Club Foundation. Her final assignment was as the U.S. Consul General in Durban\, South Africa. \nOriginally from Minneapolis\, Anne now lives in the Twin Cities where she is involved in a variety of non-profits and regularly lectures around Minnesota on global issues. From the legacy of the 1947 partition to ongoing tensions along the Line of Control\, Kashmir is an enduring point of regional and international concern. \nFollowing flare-ups in April and May of 2025\, the international community is called to consider the factors that perpetuate this significant divide. Dr. Arijit Mazumdar joins Global Minnesota from the Department of Political Science at the University of St. Thomas to discuss the history and ongoing expectations surrounding Kashmir. \nThis event is being provided for university students preparing for a diplomacy simulation. Global Minnesota members and community members are welcome to register. \nAbout the Speaker: Dr. Arijit Mazumdar\nDr. Arijit Mazumdar is Professor of Political Science and Director of International Studies at the University of St. Thomas in St. Paul\, Minnesota. He joined the St. Thomas faculty in 2008\, where he teaches courses on Asian politics\, comparative foreign policy\, and the politics of the developing world. His research interests include contemporary India\, with a focus on its foreign policy and soft power diplomacy\, as well as the politics\, security\, and diplomacy of other key Asian powers such as China and Japan. The recipient of the Munich Security Conference’s John McCain Dissertation Award\, Balázs received his Ph.D. in international relations from American University\, School of International Service\, where he won the William C. Olson Award for excellence in teaching. Previously\, Balázs was a senior research fellow and a founding director of the John Lukacs Institute for Strategy and Politics at the Ludovika University of Public Service\, where he previously led the university’s Institute for American Studies. \nHe is the co-author/editor of multiple books and numerous academic journal articles\, and his policy-oriented work has appeared in\, among others\, The Washington Post’s The Monkey Cage\, War on the Rocks\, and The Conversation\, and in various Hungarian outlets. Earlier in his career\, he served in various capacities with the Hungarian foreign and defense ministries\, including as deputy security policy director\, and has taught at the Hungarian Diplomatic Academy\, George Washington University\, and Eotvos Lorand University. Hear from co-owner Enrique Luis about the origins of the food tradition and experience a hand selected three course meal. You’ll also sample a hand-crafted pisco cocktail\, the national spirit of Peru which is similar to brandy. \nAfter becoming the first Latin American country to establish diplomatic relations with Japan\, Peru saw a significant wave of Japanese immigration. As Japanese and Peruvian cultures mixed together\, new traditions arose\, including Nikkei cuisine\, a blending of ingredients and preparation styles between the two countries. \nRegistration includes appetizers\, dinner\, dessert\, a cocktail or non-alcoholic beverage\, and taxes and tip. As machines increasingly replace tasks that required human input or intelligence\, governments have struggled to effectively regulate these new tools. How can we better understand the impacts of AI and what are its implications for national security?  \nJoin Global Minnesota for a conversation with Ren Bin Lee Dixon\, an AI policy researcher and Global Minnesota’s newest Great Decisions Discussion Group speaker. She will discuss how these systems function and what we can do to make them safer and more effective for public use. \nSpeaker: Ren Bin Lee Dixon\nRen Bin Lee Dixon is an Artificial Intelligence policy researcher with a Master’s in Public Policy\, specializing in AI governance\, from the Humphrey School of Public Affairs at the University of Minnesota. As a Research Fellow at the Center for AI and Digital Policy\, she provides policy recommendations to governments and multilateral organizations\, including the U.K. Information Commissioner’s Office and UNESCO\, shaping frameworks for responsible AI governance. Ren Bin has also collaborated with the Center for Security and Emerging Technology on policy briefs addressing AI harm. She has been invited to deliver guest lectures at the Humphrey School of Public Affairs\, where she speaks on pressing issues related to AI issues and governance. Prior to her policy career\, Ren Bin accumulated over 15 years of international experience in the fashion industry\, working in Malaysia\, China\, and Denmark. Her global experience has shaped a unique perspective that guides her nuanced approach to understanding and addressing the complexities\, risks\, and opportunities presented by AI. \nModerator: Christi Siver\nChristi Siver is a Professor of Political Science at the College of Saint Benedict and Saint John’s University. She did her undergraduate work at Lewis and Clark College in Portland\, OR\, her Masters in International Relations and International Economics at Johns Hopkins School of Advanced International Studies\, and her Ph.D. in political science at the University of Washington. She teaches courses on international relations and international security. With an apparent stalemate on the battlefield and U.S. support becoming less consistent\, what are Ukraine’s next steps and how does this impact Minnesota’s vibrant Ukrainian-American community? \nJoin Global Minnesota and the Humphrey School of Public Affairs to hear the latest from the Consul General of Ukraine\, Serhiy Koledov. Consul General Koledov will discuss the challenges and prospects for peaceful resolution\, as well as the rich cultural ties between Minnesota and Ukraine. \nGlobal Minnesota members receive discounted admission. Check out the many benefits of membership and join today. \nAbout the Speaker: Consul General Koledov\nConsul General Koledov was appointed Consul General of Ukraine in Chicago in July 2020. He joined the diplomatic service of Ukraine in 2002\, having worked at different posts at the Ministry of Foreign Affairs of Ukraine. \nHis service spans numerous roles including as First Secretary for Ukraine’s  Treaty and Legal Directorate\, Second Secretary at the Embassy of Ukraine in Kazakhstan\, and Deputy Director General for the Directorate for International Law. \nBefore joining the Foreign Service\, Consul General Koledov received his masters degree in international law from the Institute of International Relations of Kyiv National Taras Shevchenko University.
