SUMMARY:Great Decisions Conference: Ruptured Alliances & the Risk of Nuclear Proliferation
DESCRIPTION:This event is being held in-person and virtually and is open to everyone. \nWith traditional alliances shifting around the world\, some nations may reconsider their nuclear options as a means of ensuring their security. What are the implications for nuclear proliferation around the world? \nTo explore this pressing issue\, join Global Minnesota at the annual Great Decisions Conference on April 14. Featuring a top level keynote\, expert presentations and in-depth discussions\, this half-day event will bring together Minnesota’s global community to discuss “Ruptured Alliances and the Risk of Nuclear Proliferation.” \nFormer U.S. Under Secretary of State for Arms Control Rose Gottemoeller\, chief U.S. negotiator of the New START arms control treaty\, will deliver the keynote address. She brings a depth of experience and leadership from positions including\, Deputy Secretary General of NATO\, Under Secretary of State for Arms Control and International Security\, and Assistant Secretary of State for Arms Control\, Verification\, and Compliance. Gottemoeller currently serves as the William J. If you are an ISCNE participant or St. Thomas student trying to register for this event\, please contact across@globalminnesota.org \nShaped by overlapping histories and evolving geopolitical dynamics\, the Kashmir conflict remains one of the most longstanding territorial disputes in the world. From the legacy of the 1947 partition to ongoing tensions along the Line of Control\, Kashmir is an enduring point of regional and international concern. \nFollowing flare-ups in April and May of 2025\, the international community is called to consider the factors that perpetuate this significant divide. Dr. Arijit Mazumdar joins Global Minnesota from the Department of Political Science at the University of St. Thomas to discuss the history and ongoing expectations surrounding Kashmir. \nThis event is being provided for university students preparing for a diplomacy simulation. Global Minnesota members and community members are welcome to register. \nAbout the Speaker: Dr. Arijit Mazumdar\nDr. Arijit Mazumdar is Professor of Political Science and Director of International Studies at the University of St. Thomas in St. Paul\, Minnesota. He joined the St. Thomas faculty in 2008\, where he teaches courses on Asian politics\, comparative foreign policy\, and the politics of the developing world. His research interests include contemporary India\, with a focus on its foreign policy and soft power diplomacy\, as well as the politics\, security\, and diplomacy of other key Asian powers such as China and Japan. Check out the many benefits of membership and join today. \nAbout the Speaker: Consul General Balázs Mártonffy\nDr. Balázs Mártonffy assumed his role as the Consul General of Hungary in Chicago in September 2024. The recipient of the Munich Security Conference’s John McCain Dissertation Award\, Balázs received his Ph.D. in international relations from American University\, School of International Service\, where he won the William C. Olson Award for excellence in teaching. Previously\, Balázs was a senior research fellow and a founding director of the John Lukacs Institute for Strategy and Politics at the Ludovika University of Public Service\, where he previously led the university’s Institute for American Studies. \nHe is the co-author/editor of multiple books and numerous academic journal articles\, and his policy-oriented work has appeared in\, among others\, The Washington Post’s The Monkey Cage\, War on the Rocks\, and The Conversation\, and in various Hungarian outlets. Earlier in his career\, he served in various capacities with the Hungarian foreign and defense ministries\, including as deputy security policy director\, and has taught at the Hungarian Diplomatic Academy\, George Washington University\, and Eotvos Lorand University. He joined the diplomatic service of Ukraine in 2002\, having worked at different posts at the Ministry of Foreign Affairs of Ukraine. \nHis service spans numerous roles including as First Secretary for Ukraine’s  Treaty and Legal Directorate\, Second Secretary at the Embassy of Ukraine in Kazakhstan\, and Deputy Director General for the Directorate for International Law. \nBefore joining the Foreign Service\, Consul General Koledov received his masters degree in international law from the Institute of International Relations of Kyiv National Taras Shevchenko University. Influences of Irish heritage in dance studios\, music venues\, and art galleries are found across the state\, while expanding financial ties continue to deepen these connections. What’s next for this growing partnership? \nJoin Global Minnesota and the Humphrey School of Public Affairs for a lively conversation with the new Consul General of Ireland in Chicago\, Brian Cahalane. Consul General Cahalane brings years of foreign ministry experience to his role and will broadly discuss Ireland’s trade and political goals\, as well as the importance of Irish ties to the Midwest. The conversation will be moderated by Professor Eric Schwartz\, Chair of the Humphrey School of Public Affairs Global Policy Area. \nAbout the Speaker:\nConsul General Brian Cahalane \nConsul General Cahalane was appointed Consul General to the Midwestern United States in September 2024. He joined the Irish Department of Foreign Affairs in 1992\, serving in the Development Cooperation Division. Since then\, he has served in numerous roles\, including at the Permanent Representation to the European Union in Brussels and policy advisor to the National Parliament. His work also includes time at the United Nations headquarters in New York and the Irish Embassy in Washington D.C. \nBefore joining the Foreign Service\, Consul General Cahalane worked in the Office of the Revenue Commissioners. He is a graduate of the University of Galway in Banking & Finance and the Institute of Public Administration. The eldest of seven children\, he was born in Dublin\, and grew up in both Dublin and Galway. \nModerator: Professor Eric Schwartz \nProfessor Eric Schwartz is Chair of the Humphrey School’s Global Policy Area. Schwartz previously served as Dean of the Humphrey School\, and worked for five years as President of Refugees International.
