SUMMARY:Global Conversations: U.S. Global Engagement and the Military
DESCRIPTION:This event is sold out. Online registration is closed.  \nThe global power balance is rapidly evolving\, leaving the United States at a turning point with respect to its level of engagement and the role of its military. Some argue for an “America First” paradigm\, with a large military to ensure security\, while others call for a more assertive posture overseas. Some advocate for a restoration of American multilateral leadership and a strengthened role for diplomacy. Still\, others envision a restrained U.S. role\, involving a more limited military. \nJoin us for a conversation with retired U.S. Navy Commander Jon Olson on how the military functions in today’s international order\, and how might it be balanced with diplomatic and foreign assistance capabilities. \nAbout the Speaker\nJon Olson served as a U.S. Naval Intelligence Officer before retiring in 2011 at the rank of commander. During his 21-year naval career\, Jon’s assignments included duty aboard aircraft carriers and large deck amphibious ships\, numerous international operations including to Iraq\, Bosnia\, and Afghanistan\, and service in the U.S. Navy strategic-level clandestine Human Intelligence collection operations as a CIA-trained case officer. He also qualified as a U.S. Navy parachutist\, logging 35 jumps. Jon’s final assignment before retirement was as the U.S. Naval Attaché at the U.S. Embassy in Helsinki\, Finland. Since retiring\, Jon has co-authored several novels and short stories\, and a feature-length screenplay about the Falklands War named\, “A Close Run Thing.” Currently\, Jon is an adjunct professor at Carleton College and in the School of Law Enforcement and Criminal Justice at Metropolitan State University. He also serves as president of the U.S. Naval Academy Alumni Association – Upper Midwest Chapter. Walk-ins welcome. \nThe U.S. has begun a historic shift away from Pax Americana\, the liberal international order that was established in the wake of World War II. Since 1945\, Pax Americana has sought peaceful international relations and an open economy\, buttressed by U.S. military power. In championing “America First” isolationism and protectionism\, President Trump has shifted the political direction toward selective U.S. engagement\, where foreign commitments are limited to areas of vital U.S. interest and economic nationalism is the order of the day. \nJoin the conversation with former U.S. Foreign Service Officer\, Tom Hanson\, as he examines what this shift means for U.S. geopolitics and foreign policy. \nAbout the Speaker\nTom Hanson currently serves as Diplomat in Residence at the Alworth Institute for International Affairs at the University of Minnesota – Duluth. He is a former U.S. Foreign Service Officer whose postings included East Germany\, France\, Norway\, the Soviet Union\, Sweden\, and the former Soviet Republic of Georgia. He also participated in the opening of new U.S. embassies in Mongolia and Estonia\, worked on the Foreign Relations Committees of the U.S. Senate and House of Representatives\, and served as director for NATO and European Affairs at the Atlantic Council of the United States in Washington\, D.C. A member of Global Minnesota’s Great Decisions advisory committee\, Tom speaks frequently on international issues and contributes to local and international media. He is also a board member of the Oslo Center for Peace and Human Rights\, the International Leadership Program at the University of St. Thomas\, and the Cultural Entrepreneurship Program at the University of Minnesota – Duluth. Tom holds a BA degree from the University of Minnesota and graduate degrees from the Fletcher School of Law and Diplomacy; the Institute of Advanced International Studies in Switzerland; and the National School of Administration in France. \nGlobal Conversations in Minneapolis is presented in partnership with the Hennepin County Library – Minneapolis Central.

Now that he’s officially back in power\, where is he headed? Will he move forward with the economic reform he touts in theory\, but ignores in practice? Will he slip backward into Brezhnev-style stagnation? Will his supporters stick with him\, in his 18th year at the center of power? \nJoin speaker Jill Dougherty\, Global Fellow at the Woodrow Wilson Center and former Moscow bureau chief and correspondent for CNN\, for a thought-provoking evening as she discusses the future of Russian foreign policy and power in the region. \nAbout the Speaker\nJill Dougherty is an expert on Russia and the former Soviet Union. In her three-decade career with CNN\, she served as a Foreign Affairs Correspondent based in Washington\, D.C.\, where she covered the U.S. Department of State and provided analysis on international issues. Previously\, Dougherty served as U.S. Affairs Editor for CNN International; Managing Editor of CNN International Asia/Pacific\, based in Hong Kong; and CNN’s Moscow Bureau Chief and Correspondent. She also served as CNN White House Correspondent\, covering the presidencies of George H. W. Bush and Bill Clinton\, and was a Fellow at the Shorenstein Center on Media\, Politics and Public Policy at Harvard University’s John F. Kennedy School of Government where she pursued research on Russia’s mass media. DESCRIPTION:This program is made possible by Carlson Family Foundation. \nHuman trafficking knows no boundaries\, but neither do the efforts of those committed to ending the transportation of people from one country to another for forced labor or commercial sexual exploitation. \nJoin us for an evening seminar that will connect local anti-trafficking professionals with their international counterparts\, inform the general public on a timely issue with both local and global relevance\, and engage students and community members committed to ending human exploitation\, wherever it takes place. This program is ideal for those working across sectors to end human trafficking\, including community members\, government and law enforcement officials\, legislators\, journalists\, and representatives from human rights organizations. \nFeatured Speaker\nRamsey County Attorney John J. Choi will speak about Minnesota’s anti-trafficking efforts including his innovative approach to holding abusers accountable while working collaboratively with advocacy agencies to help victims\, which has transformed the way government intervenes in domestic violence and sex trafficking situations. \nMaking history as the first Korean-American Chief Prosecutor in the nation\, Ramsey County Attorney John Choi leads the public law and prosecution office in the most diverse county in the state. Since taking office\, John has become a state and national leader in the fight against sex trafficking. Previously as St. Paul City Attorney\, John was recognized by his colleagues across North America with the International Municipal Lawyers Association’s top award for distinguished public service. Prior to his career in the public sector\, John spent a decade in private practice focused on government relations\, administrative law\, municipal law\, and civil litigation. He holds a bachelor’s degree from Marquette University and a J.D. from Hamline University School of Law\, and was a Humphrey Fellow at the University of Minnesota. \nPanel Presentation\nMore than a dozen anti-trafficking professionals from around the world will share their countries’ experiences and describe the support networks they are creating to end this practice. Walk-ins welcome. \nIn the last 15 years\, China has implemented a wide-ranging strategy of economic outreach and expansion of all its national capacities\, including military and diplomatic capacities. Where the United States has taken a step back from multilateral trade agreements and discarded the Trans-Pacific Partnership\, China has made inroads through efforts like the Belt and Road Initiative and the Asian Infrastructure Investment Bank. \nJoin us for a conversation with Jonathan Stromseth\, Senior Fellow at the Brookings Institution\, as he discusses Beijing’s geopolitical objectives and how leadership and political conditions in each society underlie growing Sino-American tensions. \nAbout the Speaker\nJonathan Stromseth is a Senior Fellow at Brookings\, where he holds the Lee Kuan Yew Chair in Southeast Asian Studies and a joint appointment with the Brookings John L. Thornton China Center. Stromseth has broad experience as a policymaker\, scholar\, and development practitioner and served on the Secretary of State’s policy planning staff\, advising the U.S. Department of State’s leadership on China\, Southeast Asia\, and East Asian and Pacific affairs. Previously\, he was The Asia Foundation’s country representative to China and to Vietnam and is a three-time recipient of the Foundation’s President’s Award for extraordinary program leadership. He has also conducted research as a Fulbright Scholar in Singapore\, worked for the United Nations peacekeeping operation in Cambodia\, and taught Southeast Asian politics at Columbia University. Cyberwarfare\, hacking\, and misinformation pose complex security threats. \nJoin us for a thought-provoking conversation with Ethar El-Katatney\, Executive Producer for AJ+ an Al Jazeera Media Network\, on how actors are using media to pursue and defend their interests in the international arena and what the implications are for U.S. policy. \nAbout the Speaker\nEthar El-Katatney is an Executive Producer for AJ+\, an Al Jazeera Media Network and global online news community that experiments with storytelling and social media strategies for an American millennial audience. An international-award-winning multimedia journalist and published author\, she began her career as a student reporter in 2005\, and in the decade since\, has worked as a reporter\, staff writer\, columnist\, researcher\, blogger\, and producer. El-Katatney has traveled and reported from more than 40 countries\, spanning the Middle East\, Africa\, Asia\, and Europe. She’s written stories from China and Denmark to Russia and Ghana\, interviewed ministers and sat on a panel with the president of Catalonia\, reported from a slum in Sudan and a mosque in Russia and talked at dozens of panels and conferences worldwide. El-Katatney is the first Arab and Egyptian to win a CNN MultiChoice African Journalist of the Year Award. In the wake of a failed military coup in July 2016\, the autocratic trend in Ankara took a turn for the worse. One year on\, an overwhelming majority of the population considers the United States to be their country’s greatest security threat. In this age of a worsening “clash of civilizations” between Islam and the West\, even more important than its place on the map is what Turkey symbolically represents as the most institutionally Westernized Muslim country in the world. \nJoin us for a thought-provoking conversation with former Ambassador to Turkey Ross Wilson as he discusses the current situation in Turkey and its impact on foreign policy. \nAbout the Speaker\nAmbassador Ross Wilson is a distinguished fellow at the Atlantic Council\, visiting lecturer in international affairs at the George Washington University\, and Global Minnesota board member. Over the course of a 30-year career in the U.S. Foreign Service\, he served as American ambassador to Turkey and Azerbaijan and held assignments at the U.S. Embassies in Moscow and Prague and at the U.S. Consulate General in Melbourne\, Australia. In Washington\, Ambassador Wilson held several positions including chief U.S. negotiator for the Free Trade Area of the Americas. In 2010-2014\, Ambassador Wilson served as director of the Atlantic Council’s Dinu Patriciu Eurasia Center\, where he led the Council’s work on the former Soviet states\, Turkey\, and regional energy and economic issues and organized the Council’s annual Energy and Economic Summit in Istanbul. Ambassador Wilson received a bachelor’s degree from the University of Minnesota and master’s degrees from Columbia University and the U.S. National War College.  He is a recipient of the president’s Meritorious Service Award\, as well as numerous Department of State awards and honors. \nGlobal Conversations in Minneapolis is produced in partnership with the Friends of the Minneapolis Central Library.

Her teaching has been framed by a strong interest in the global issues of development\, freedom and human rights. DESCRIPTION:Policies to ensure the security of energy supply and access have long been domestic and foreign policy priorities for the United States and will remain so\, including for the health of our economy.  Looking ahead\, however\, two developments will increasingly affect how energy and foreign policy come together.  The first is climate change and the need to reduce greenhouse gas emissions in concert with others.   A second is rapid change in global markets driven by new\, large-scale consumers in China\, India\, and elsewhere and the rise of wind\, solar\, and other\, increasingly cheap renewables.   How do these factors come together\, and what will be the main areas of focus of US foreign energy policy in the years to come? \nJoin us for a thought-provoking conversation with former Ambassador to Turkey Ross Wilson as he discusses these factors and their effect on foreign policy. \nAbout the Speaker\nAmbassador Ross Wilson is a distinguished fellow at the Atlantic Council\, visiting lecturer in international affairs at the George Washington University\, and Global Minnesota board member. Over the course of a 30-year career in the U.S. Foreign Service\, he served as American ambassador to Turkey and Azerbaijan and held assignments at the U.S. Embassies in Moscow and Prague and at the U.S. Consulate General in Melbourne\, Australia. In Washington\, Ambassador Wilson held several positions including chief U.S. negotiator for the Free Trade Area of the Americas. In 2010-2014\, Ambassador Wilson served as director of the Atlantic Council’s Dinu Patriciu Eurasia Center\, where he led the Council’s work on the former Soviet states\, Turkey\, and regional energy and economic issues and organized the Council’s annual Energy and Economic Summit in Istanbul. While the Iran Deal was a diplomatic victory toward this end\, major threats persist from both state and non-state actors. Countries like North Korea\, Russia\, and India and Pakistan continue to challenge nonproliferation efforts. The possibility that terrorists will carry out an attack using a “dirty bomb\,” made from captured nuclear materials\, looks increasingly real. \nJoin us for a conversation with Augsburg College Professor Joseph Underhill\, Ph.D.\, about the way forward for U.S. nuclear security policy.  \nAbout the Speaker\nProfessor Joseph Underhill teaches courses in environmental politics\, international relations\, and political methodology at Augsburg College. From 2010-2012\, he served as the Batalden Faculty Scholar in Applied Ethics\, engaging the campus on the theme of “seeking justice where we live” and teaching courses related to youth movements and social change\, especially in Muslim communities both in Minneapolis and in the context of a trip to Egypt to study the effects of the revolution there. He directs the International Relations Program and Model United Nations programs at Augsburg and takes students to New Zealand\, Costa Rica\, Nicaragua\, Egypt\, and Tanzania. Walks-ins welcome. \nFrom ancient oral traditions to contemporary literature\, African stories reflect wisdom\, cultural identities\, and social values developed over countless generations. Join us\, St. Olaf College Associate Professor Joseph Mbele\, and Augsburg College Associate Professor Mzenga Wanyama for an exploration of how these stories find expression today\, both in Africa and in the African diaspora. \nSpeakers\nJoseph Mbele\, Associate Professor of English at St. Olaf College\, is a folklorist and author. His writings\, including Matengo Folktales\, illuminate the underlying values that shape cultures. Dr. Mbele has done fieldwork in Kenya\, Tanzania\, and the U.S.\, and has given lectures and presented conference papers in Canada\, Finland\, India\, Israel\, Kenya\, Tanzania\, Uganda\, and the U.S. After earning a Ph.D. from the University of Wisconsin and before coming to St. Olaf in 1990 to teach post-colonial and third-world literature\, he taught in the Literature Department at the University of Dar es Salaam\, Tanzania. Over the years\, he has taught courses such as Swahili Literature\, Theory of Literature\, African Literature\, Sociology of Literature\, Postcolonial and Third World Literature\, The Epic\, and African-American Literature. \nMzenga Aggrey Wanyama\, Associate Professor of English at Augsburg College\, was born and raised in Kenya where he received his bachelor’s of education and master’s degrees from the University of Nairobi and then taught English language and literature in Kenyan High schools and at Kenyatta University. In the United States\, he had a two-year stint in the graduate program at Howard University in Washington\, D.C. before attending the University of Minnesota where he earned a Ph.D. in English. Mzenga also worked as an Assistant Professor of English at St. Cloud State University where he taught courses in literature and writing. His areas of focus are Postcolonial theory and literature and African American literary history. \nPresented in partnership with the Friends of the Minneapolis Central Library.

He teaches law and business in China and travels extensively in Asia. He also writes on global commercial\, legal\, political\, and security issues\, and recently returned from a one-month visit to China and the Philippines to research the evolving situation in the South China Sea. One need look no further than the 2016 presidential contest for the popular narrative: trade means that China wins\, at America’s expense. But do the numbers support that conclusion? The metrics used to gauge economic strength—Gross Domestic Product and balance of trade—have not kept up with the realities of modern manufacturing. Obtaining an accurate picture of U.S. economic stature requires a critique of those numbers. \nJoin us for a conversation with Professor Varadarajan V. Chari on the development of appropriate policy solutions for the challenges at hand. \nProfessor Chari is the founding director of the Heller-Hurwicz Economics Institute\, the Paul Frenzel Land Grant Professor of Liberal Arts in the University of Minnesota Department of Economics\, and an adviser at the Federal Reserve Bank of Minneapolis. He received a bachelor of technology from the Indian Institute of Technology\, Bombay and his Ph.D. from Carnegie-Mellon University. He has served on the Board of Editors of many journals\, including Econometrica\, the Journal of Economic Literature\, and the Journal of Economic Perspectives. In 1998\, he was elected fellow of the Econometric Society and was named Scholar of the College by the College of Liberal Arts\, University of Minnesota\, in 2008. DESCRIPTION:Registration is now closed. Walk-ins welcome. \nThe U.S. announced in December 2014 that\, after decades of hostility\, it would begin taking major steps to normalize relations with Cuba. The announcement marked a dramatic shift away from a policy that has its roots in the Cuban revolution of 1959. In March 2016\, this historic shift was officially set in motion by President Barack Obama’s visit to Cuba ― the first trip by a sitting president in 88 years. \nGary Prevost\, political science professor at the College of Saint Benedict/Saint John’s University\, will discuss how American and Cuban leaders today are trying to find common ground on issues of mutual interest even as they continue to see the world through very different lenses. \nGary Prevost received his Ph.D. in political science from the University of Minnesota and has published widely on Latin America and Spain\, including “Cuba: A Different America\,” coedited with Wilber Chaffee; “United States–Cuban Relations—A Critical History\,” co-authored with Esteban Morales; and numerous articles and book chapters on Nicaragua and Spanish politics. DESCRIPTION:Date Change!\nFrom a proxy war in Yemen to an ongoing civil war in Syria\, a number of conflicts have shaken the traditional alignments in the Middle East to their core. As alliances between state and non-state actors in the region are constantly shifting\, the U.S. has found itself between a rock and a hard place. Diplomat in Residence Mary Curtin will lead a discussion on what the U.S. can do to secure its interests in the region without causing further damage and disruption\, especially when circumstances are far from black-and-white. \nMary T. Curtin is Diplomat in Residence at the Humphrey School of Public Affairs at the University of Minnesota. She worked as a U.S. Department of State Foreign Service Officer from 1986 to 2011\, serving in five overseas assignments including Poland\, Tunisia\, Mali\, Chile\, and Washington\, D.C. Throughout her career she kept a focus on how the U.S. could help promote democracy and human rights through bilateral and multilateral efforts. DESCRIPTION:This year marks the 70th anniversary of the United Nations and the halfway point in its global effort to eradicate poverty\, hunger\, and discrimination. But as the UN’s 193 member states look back at the success of the millennium development goals\, they also must assess their needs for its sustainable development goals—a new series of benchmarks\, which are set to expire in 2030. With the appointment of the ninth Secretary-General in the near future as well\, the next U.S. President is bound to have quite a lot on his or her plate going into office. \nMichael Eaton\, Executive Director of NCCA-NMUN (National Collegiate Conference Association – National Model United Nations) and Truman scholar\, will lead a discussion on how the new sustainable development goals will shape the future of the UN and its member states. \nMichael Eaton has served as Executive Director of NCCA-NMUN since 2004 and has helped expand National Model UN programming to include more than 6\,000 college participants annually. Prior to his current position\, he was the Director of Enrollment Services and Marketing for the Higher Education Consortium for Urban Affairs. Honors include being named a Truman Scholar. Mr. Eaton has served as an adjunct faculty member at Hamline University in St. Paul\, Minnesota\, a Trustee of the Center for UN Reform Education and board member and past-President of the United Nations Association of Minnesota. He is a current member of the National Council of UNA-USA and is pursuing a doctorate in international education at the University of Minnesota. Michael has a bachelor’s degree in economics\, summa cum laude\, from Concordia College in Moorhead\, MN and a master’s degree in nonprofit management and the scholar award from Hamline University in St. Paul\, MN. \nProduced in partnership with the Friends of the Minneapolis Central Library and United Nations Association Harold E. DESCRIPTION:It’s estimated that more than 60\,000 Somalis live in Minnesota – the most of any state in the U.S. And since their arrival in 1993\, Somali immigrants have become an integral thread in the tapestry of Minnesota life. In partnership with the African Development Center\, Hennepin County Library – Minneapolis Central\, Isuroon\, Ka Joog\, and The Somali Museum of Minnesota\, we’ll take a look at the history and culture of Somalis in Minnesota\, as well as the economic\, political\, and cultural contributions they make to our state. \nAhmed Ismail Yusuf\, author of “Somalis in Minnesota\,” will guide us through the story of the state’s most recent immigrant group. Following his presentation\, a panel discussion will explore Somali success in education\, health care\, entrepreneurship\, and civic engagement\, as well as ongoing challenges faced by these new Minnesotans.

SUMMARY:Global Conversations: The Rise of ISIS
DESCRIPTION:Born out of an umbrella organization of al-Qaeda in Iraq\, the Islamic State in Iraq and Syria (ISIS) burst onto the international stage after it conquered Fallujah in December 2013. Since then\, the group has seized control of a number of critical strongholds in both countries and declared itself a caliphate. Still\, the question remains: what is ISIS\, and what danger does it present to today’s global community? \n\nMolly Hayes\, formerly with the U.S. Department of State\, will lead a discussion on these questions and more. \nMolly Hayes worked for the U.S. Department of State as an advisor on the Middle East\, and North Africa\, with an emphasis on counterterrorism and human rights issues. She served as the State Department’s counterterrorism advisor for East Africa; desk officer for Kenya\, Morocco\, Western Sahara\, Libya\, and Tunisia; and assistant to the Coordinator for Counterterrorism. She also served as deputy coordinator of the State Department’s Egypt Task Force during the 2011 Arab Spring. Molly holds a bachelor’s degree in English and Arabic from the University of Notre Dame and will pursue a mid-career policy degree at the Humphrey School of Public Affairs as a Thomas H. DESCRIPTION:As a record number of migrants cross the Mediterranean Sea\, seeking refuge in Europe\, the continent is struggling to come up with an adequate response. Although Europe’s refugees are largely fleeing conflicts in Syria\, Iraq and parts of Africa\, their struggle is hardly unique. Today\, with the number of displaced people at an all-time high\, a number of world powers find themselves facing a difficult question: how can they balance border security with humanitarian concerns? More importantly\, what can they do to resolve these crises so as to limit the number of displaced persons? \nJoin us for an important conversation on this timely topic\, with Dr. Bruce Corrie\, Associate Vice President for University Relations and International Programs\, and Professor of Economics at Concordia University. \nLongtime Concordia University faculty member\, Dr. Corrie is well known in the community for his work on the economic contributions of immigrants and minorities and his research has been featured in the national and local media. He has served on the board of several national\, state and local public and nonprofit boards and has helped develop foreign study programs in India\, China\, and Mexico. \nDr. Corrie’s travels have taken him to 25 countries and five continents. He has a doctorate in economics from the University of Notre Dame.
