SUMMARY:Sovereignty and Stability in Central Asia with Ambassador Dan Rosenblum
DESCRIPTION:This event is being held in-person and virtually and is open to everyone. The in-person component of this event is sold out\, but virtual registration is now available.  \nSince gaining independence in 1991\, the five former Soviet Central Asian republics of Kazakhstan\, Kyrgyzstan\, Tajikistan\, Turkmenistan\, and Uzbekistan have all experienced varying degrees of political and economic change. The United States has played an important role in sustaining this transition by supporting each nation’s sovereignty and economic growth. Today\, these Central Asian nations navigate an increasingly strategic position in geopolitics\, with energy and critical mineral reserves placing them at the forefront of competition among China\, Russia\, and the United States. \nJoin Global Minnesota for a conversation on the forces shaping U.S. policy toward the region with former Ambassador Dan Rosenblum. He served as Ambassador to Kazakhstan\, Ambassador to Uzbekistan\, and Deputy Assistant Secretary for Central Asia and will outline the region’s evolving political\, economic\, and diplomatic landscape. \nGlobal Minnesota members receive discounted admission. He also shaped policy and managed U.S. relations with Central Asia as Deputy Assistant Secretary of State (2014-19) and oversaw more than $1 billion annually in foreign assistance to 30 countries as Coordinator of U.S. Assistance to Europe and Eurasia (2008-14). \nA graduate of Yale (B.A. in History) and Johns Hopkins SAIS (M.A. in Soviet Studies)\, he became a leading expert on utilizing foreign aid to enhance stability and sovereignty in the former Soviet region. Later he became the U.S. government’s lead diplomat for Central Asia\, expanding security cooperation\, facilitating billions of dollars in U.S. exports and investment\, and conducting public outreach that expanded American influence. \nRetired from government service since April 2025\, Ambassador Rosenblum now teaches\, writes\, and speaks about leadership\, diplomacy\, and Central Asian history and culture. He is a Diplomatic Fellow at the Institute for the Study of Diplomacy at Georgetown University\, and co-host of the weekly podcast “American Diplomat\,” sponsored by Arizona State University.

SUMMARY:Maritime Diplomacy in the South China Sea
DESCRIPTION:This event is being held in-person and is open to everyone. \nWith nearly one third of maritime commerce passing through its waters\, the South China Sea is a focal point of diplomatic tension. Posturing by China\, the United States\, and many other nations in the region highlights the intransigence of resolving disputes in this region. \nJoin Global Minnesota for an exploration of the nuances of maritime diplomacy in the South China Sea with international security expert Raymond Kuo. This event is taking place in partnership with the Humphrey School of Public Affairs and the International Strategic Crisis Negotiation Exercise (ISCNE). This program allows students to participate in a diplomatic simulation on a major international conflict. He is an expert on international security\, order\, and East Asia. He published two books in 2021: “Following the Leader” (Stanford University Press) on military alliances and international order and “Contests of Initiative” (George Mason University-Westphalia Press) on Chinese maritime coercion. He has also written on arms sales\, unmanned warfare\, Taiwan\, Ukraine\, the laws of war\, and evolution. \nPreviously\, Dr. Kuo has worked for RAND\, the United Nations\, and the National Democratic Institute. He holds a Ph.D. from Princeton University and was a tenure-track professor at Fordham University and the University at Albany\, SUNY.
