Maritime Diplomacy in the South China Sea

This event is being held in-person and is open to everyone.

With nearly one third of maritime commerce passing through its waters, the South China Sea is a focal point of diplomatic tension. Posturing by China, the United States, and many other nations in the region highlight the intransigence of resolving disputes in this region.

Join Global Minnesota for an exploration of the nuances of maritime diplomacy in the South China Sea with international security expert Raymond Kuo. This event is taking place in partnership with the Humphrey School of Public Affairs and the International Strategic Crisis Negotiation Exercise (ISCNE). This program allows students to participate in a diplomatic simulation on a major international conflict. The public is encouraged to join ISCNE participants for this preparatory talk by Raymond on this year’s featured conflict: the South China Sea.

Speaker: Raymond Kuo

Dr. Raymond Kuo is Vice President of Research and Senior Fellow at the Chicago Council on Global Affairs. He is an expert on international security, order, and East Asia. He published two books in 2021: “Following the Leader” (Stanford University Press) on military alliances and international order and “Contests of Initiative” (George Mason University-Westphalia Press) on Chinese maritime coercion. He has also written on arms sales, unmanned warfare, Taiwan, Ukraine, the laws of war, and evolution.

Previously, Dr. Kuo has worked for RAND, the United Nations, and the National Democratic Institute. He holds a Ph.D. from Princeton University and was a tenure-track professor at Fordham University and the University at Albany, SUNY.
